The competition provides current radio broadcasters the opportunity to expand their activities as well as opens the doors to newcomers. The competition will result in new frequency resources, allowing radio programmes to reach a wider audience.
The new activity licences will be valid from 1 August 2022 or 8 September 2022 to 16 November 2024, which is also the expiry date of current radio licences.
The competition for radio licences is organised by the CPTRA along with the Ministry of Culture. The Minister of Culture has established several secondary conditions for the radio licences to be issued in the competition, which service providers are required to follow, such as the proportion of verbal broadcasts in the programme, the language of verbal broadcasts, the primary target audience and the proportion of musical works by Estonian creators.

Application deadline of the radio licence competition is 31 May 2022. The signed application with the relevant additional documents must be submitted to the CPTRA by e-mail (info@ttja.ee) or post (Endla 10a, 10122 Tallinn).

The application must be submitted with the following documents/information:
- a description of the structure of the programme
- an investment programme
- a business plan
- data that allow for the assessment of the applicant’s competitive position in the radio services market
- the annual report of the previous financial year, if the applicant is a legal entity without the obligation to submit annual reports to the commercial register
- if the applicant is a legal entity, a document proving the authority of the applicant, unless their authority arises from the law or the articles of association of the legal entity

Once a radio licence has been issued, the media service provider has to apply to the CPTRA for a frequency licence in order to begin their activities. The draft technical conditions for the frequency licences related to the radio licences to be issued in the competition are available here:
